What is a Roadworthy Certificate?
Also known as a Safety Certificate, a Roadworthy Certificate (RWC) is an official document that shows a vehicle meets the minimum basic safety standards for use on public roads. It is issued following a successful safety inspection.
What Does a Safety Inspection Involve?
Components checked in a safety inspection include:
- Braking system/brakes – for pedal function and brake pad wear levels
- Tyres and wheels – for tread depth and damage
- Steering and suspension – for safety and tightness of parts
- Electrical components (including lights) – for functioning brake lights, headlights, and blinkers
- Visibility – windscreen and windows
- Vehicle structure – including body damage or rust
- Safety features – for seats and seatbelts, secure anchors for child seats, etc.
Note: Safety inspections are not mechanically comprehensive; they do not assess the overall quality or longevity of a vehicle. If you are buying a used car, having a full mechanical inspection first is highly recommended. (We can conduct this at Andrews High Tech Automotive).
When Do I Need a Roadworthy Certificate?
This is legally required in Queensland when you:
- are privately selling your vehicle/transferring ownership to another person
- are transferring a vehicle registration to Queensland from another state/territory
- are re-registering an unregistered vehicle
This is required for all cars, 4WDs, motorcycles, light vehicles with a GVM (gross vehicle mass) of up to 4500kg, and trailers (including caravans) with an ATM (aggregate trailer mass) of 750-4500kg.
The certificate is not required before you offer a registered vehicle for sale, but it must be obtained before disposing of a registered vehicle unless you are transferring it to a dealer. It is the responsibility of the seller to obtain this; failure to give the buyer a current safety certificate can elicit a substantial fine. Safety certificates for private sales are valid for 2000km or 2 months from the date of issue (whichever expires first).
Unregistered vehicles may be sold in Queensland without a safety certificate, as can vehicles being sold/traded to a dealer. Likewise, cars sold for parts or scrap are exempt. (Find out more about exemptions here.)
Safety certificates in Queensland can only be issued by Approved Inspection Stations (AIS).

- Dashboard warning lights – e.g. ABS, airbag warning, engine warning alerts
- Malfunctioning lights/bulb out
- Exhaust emissions/leaks – including strong fumes, visible smoke, loud exhaust sound
- Structural body damage/rust in critical areas (door frame, underbody, wheel arch, etc.)
